The massive syndicate that has long exploited a legal loophole known as the ‘Deed of Declaration’ to fraudulently grab private lands in Jaffna is being dismantled. Police have now identified 09 Prominent Notaries Public who facilitated these property rackets!
These alarming revelations were made Wednesday (24.06.2026) during a high-level conference at the Northern Province Governor’s Secretariat, attended by Registrar General Mrs. Sashidevi Jaladeepan, the Governor of the Northern Province, and the Deputy Inspector General of Police (DIG) for the Jaffna District.
📊 Status of Land Fraud Cases Submitted by the Police:
2023: 16 cases registered (15 concluded)
2024: 31 cases registered (25 concluded, 06 pending investigation)
2025: 20 cases registered (06 concluded, 14 pending investigation)
2026 (Up to May): 09 cases registered (01 concluded, 08 pending investigation)
⚠️ Alarming Statistics on ‘Deeds of Declaration’ (2022 – To Date): A staggering total of 3,839 Deeds of Declaration have been executed across the Northern Province alone—with more than half registered in Jaffna!

🛑 What Happens Next?
Legislative Amendments: To put a permanent end to these 'Deed of Declaration' scams, the Registrar General assured that swift consultations will be held with the Attorney General’s Department and the Legal Draftsman’s Department to introduce urgent statutory amendments to the Notaries Ordinance.
Specialized Police Training: Officers of the Special Criminal Investigation Unit will receive advanced technical training on scrutinizing fraudulent land documentation.
💡 Public Alert: Properties belonging to the diaspora and lands left unattended for long periods are the primary targets of these syndicates. Landowners are strongly advised to verify the status of their title deeds at the respective Land Registry.
